Not necessarily the case. The point of ending net neutrality is to gain negotiation leverage with Netflix so they can double-bill on traffic. This isn't like 2006 where most traffic was pirate torrents - most of that traffic is replaced with licensed streams now. The cable companies knew this would happen, which is why they pushed against existing net neutrality principles, moved towards metered usage, and introduced more network management. It was to ensure that, when people started cutting the cord in droves, they could replace that lost revenue with profits from online video services going through it's pipes.

Every once and a while I'll see an article about how game of thrones or some other huge show broke a piracy record or something but I never hear about repercussions for it.
